| Aucune des cinq ONG
roumaines référées en centre de recherche d’enfants
disparus et sexuellement exploités ne travaillait
dans le domaine. Quatre d'entre elles ont été
inscrites à leur insu, avec falsification de
leurs objectifs.
En 2001, avec le
soutien bienveillant de Paola, Reine des Belges et
de Romano Prodi, Président de la Commission Européenne,
Child Focus lança l’annuaire Childoscope,
reprenant les ONG qui assistent la population
dans le plus grave des problèmes qui dévaste
actuellement l’Europe : les enfants
victimes d’enlèvement et d'exploitation
sexuelle.
L’Union Européenne
visait à permettre aux organisations d’accéder
à des fonds pour établir des centres en mesure
de fournir des informations sur les enfants
disparus, ou former le personnel à ces missions,
selon Monsieur Prodi. Le programme Daphné,
de son département "Justice et Affaires Intérieures"
subsidia les partenaires européens de Child
Focus pour rassembler les ONG locales
actives en ce domaine, préciser leur structure,
leurs modes opératoires, ainsi que leur
collaboration avec des autorités locales et les médias.
En Roumanie, la
mission fut confiée à Salvati Copiii (Save
the Children – Roumanie) qui en novembre
2001, fut référenciée sur Childoscope
avec quatre autres organisations roumaines :
International Foundation
for Child and Family, Help and Relief for the
Young, Feed the Children - Romania, Saint Dumitru,
centre de soins aux jeunes.
A Bucarest, les
journalistes du National Jurnalul savaient
que ces organisations avaient principalement des
objectifs d'aide et de soins aux enfants des rues,
d'intégration d'orphelins dans des familles
roumaines, d'apport de médicaments, de nourriture
et de vêtements à ceux qui en ont besoin, dont
à la communauté gitane. Des missions lourdes et
essentielles qui n'avaient jamais jusque là, eut
les moyens d'intégrer la recherche d'enfants
disparus et sexuellement exploités. Le journal décida
d'enquêter pour découvrir si, avec les années
et l'aide de la CEE, elles avaient pu étendre
leurs activités.
Feed the
Children s'occuperait de disparitions mais
seulement d’enfants âgés de 3 à 14 ans,
selon Childoscope ! Carmen Preotesoiu leur téléphona,
demandant de l’aide pour la recherche d’un
enfant disparu, dans la tranche d’âge admise :-
"Nous ne traitons les disparitions d’enfants.
Nous ne l'avons jamais fait", lui répondait
la secrétaire manifestement irritée.
Elle rencontra alors
Marilena Buttu, directrice Feed the Children,
qui lui raconta avec enthousiasme les
accomplissements de ses équipes. Elle était stupéfaite
de découvrir que selon la CEE, son activité
principale aurait été la recherche d’enfants
disparus : "C’est une tâche trop
complexe, donc nous ne nous concentrons pas sur ça.
Nous n'avons aucune idée comment notre nom est
apparu sur cette liste. Nous allons devoir
rechercher comment ça a pu arriver!"
La journaliste
rencontra en suite Mihail Carp, le directeur exécutif
de International Foundation for Child and Family.
Il lut la description de son organisation et répondit
confus :- "Nous n'avons jamais traité
ces cas en aucune façon ! Nous avons envoyé
des données Salvati Copiii sur nos activités
afin de collaborer avec eux, mais nous n'avons
jamais envoyé de données sur la recherche d’enfants
disparus. C'est peut-être une erreur".
Le centre Help and
Relief for the Young, qui s’occupe des
enfants des rues et Saint Dumitru, centre de soins
aux jeunes, eurent la même réaction. Quand
bien même ces organisations méritent une aide de
la CEE pour créer une force européenne visant à
protéger ces enfants de la pauvreté et de la
discrimination, rien n'autorisait de falsifier
leurs objectifs, ou de les laisser dans l'ignorance
de leur possibilité de solliciter un budget
pour des campagnes de préventions au seins des
communautés qu'elles assistent.
Carmen Preotesoiu
rencontra alors Gabriela Alexandrescu, présidente
de Salvati Copiii qui répondait de ses activités
en matière de recherche d’enfant disparus :-
Personne ne nous en a jamais fait la demande. Nous
n’agissons que quand nous y sommes invités.
Nous ne recevons pas de subsides de l'état pour
ces cas.
Or, le bilan financier
2005 de Salvati Copiii fait apparaître que huit
pourcent de ses fonds, principalement allouées à
la recherche d’enfants disparus, puisque telle
serait son activité principale, sont fournis par
l’état roumain, selon les journalistes enquêteurs.
Ses autres ressources lui viennent de subsides de
l’Union Européenne, ainsi que des ambassades du
Canada et de Hollande !
A la question de
pourquoi en 2001, cinq organisations, y
compris la sienne, ont été incluses dans cet
annuaire en dépit du fait qu'aucune n'ont d’activité
commune aux objectifs de base visés par
l'Union Européenne, la Présidente de Salvati
Copiii a répondu :- N’avez-vous jamais
fait une erreur ?
Reste à découvrir le
justificatif de Child Focus pour un partenariat
avec une organisation n'ayant pour objectif
commun les subsides du Programme Daphné, mais également
les justificatifs de la CEE pour le défaut de
contrôle de la destination des fonds européens
visant aux actions civiles indispensables à la
recherche d’enfants disparus et sexuellement
exploités.

Nessuna delle cinque
associazioni referenti rumene per il centro di
ricerca dei bambini scomparsi e sessualmente
trafficati lavorava per questo fine. Quattre di
loro sono state iscritte a loro insaputa,con
falsificazione dei loro obbiettivi.
Nel 2001, con il
sostegno benvolo di Paola, Regina del Belgio
e col sostegno di Romano Prodi, Presidente della
Commissione Europea, Child Focus lanciò
l'annuario Childoscope, iscrivendo le ONG
che assistono la popolazione nel più grave dei
problemi che devastano attualmente l’Europa :
I bambini vittime di traffico e di sfruttamento
sessuale.
L’Unione Europea
mirava a permettere alle organizzazioni di
accedere ai fondi per stabilire dei centri in
grado di fornire delle informazioni sui bambini
scomparsi , o formare il personale secondo
queste missioni, secondo Monsieur Prodi. Il
programma Daphné, del suo dipartimento
"Giustizia ed affari interni" sovvenzionò
i collaboratori europei di Child Focus
per riunire le ONG locali attive in questo campo,
precisare la loro struttura, i loro modelli
operativi, così come la loro collaborazione con
le autorità locali ed i medias.
In Romania, la
missione fu affidata a Salvati Copiii (Save
the Children – Roumanie) che nel novembre 2001,
divenne referente iscritta in Childoscope
con quattro altre organizzazioni rumane : International
Foundation for Child and Family, Help and Relief
for the Young, Feed the
Children – Romania, Saint Dumitru, centro
di cure per i giovani.
A Bucarest, I
giornalisti del National Jurnalul
sapevano che queste organizzazioni avevano
principalmente obbiettivi di aiuto e cure ai
bambini di strada, di immettere degli orfani nelle
famiglie rumene, di portare medicine, cibo e
vestiti a coloro che ne necessitavano, tra cui la
comunità degli zingari. Missioni molto pesanti ed
essenziali che non avevano mai avuto il modo ed i
mezzi di integrare anche la ricerca dei bambini
scomparsi e sessualmente sfruttati. IL giornale
decise di fare un'inchiesta per scoprire se,negli
anni e con l'aiuto della CEE, loro avrebbero
potuto estendere la loro attività.
Feed the
Children s'occupava della scomparsa di
bambini ma solamente dai 3 ai 14 anni,
secondo Childoscope ! Carmen
Preotesoiu gli telefonò, domandando l'aiuto per
un ragazzo scomparso, nei limiti di età richiesti :-
"Noi non trattiamo la scomparsa dei bambini.
Noi non l'abbiamo mai fatto", gli rispose la
segretaria chiaramente irritata.
Lei incontrò allora
Marilena Buttu, direttrice Feed the
Children, che le raccontò con entusiasmo ciò
che aveva fatto la sua associazione. Lei era
veramente stupefatta di scoprire che secondo la
CEE, la sua attività principale sarebbe stata la
ricerca dei bambini scomparsi : " E' un
campo troppo complesso, per cui noi non ci
concentriamo su questa attività. Noi non abbiamo
alcuna idea come il nostro nome è comparso su
questa lista.Noi dobbiamo dunque ricercare come
questo abbia potuto succedere!"
La giornalista incontrò
di seguito Mihail Carp, Il direttore esecutivo di International
Foundation for Child and Family. Egli lesse
la descrizione della sua organizzazione e rispose
confuso :- "Noi non abbiamo mai trattato
questi casi in nessun modo ! Noi abbiamo
inviato dei dati a Salvati Copiii sulle
nostre attività per collaborare con loro, ma noi
non abbiamo mai inviato dati sulla ricerca dei
bambini scomparsi.Ci deve essere un errore".
Il centro Help and
Relief for the Young, che si occupa di
bambini di strada e Saint Dumitru, centro
di cure per giovani, ebbero la medesima reazione.
Quand'anche le medesime organizzazioni
meritano un aiuto della CEE per creare una forza
europea per proteggere questi bambini dalla povertà
e dalla discriminazione, nulla autorizzava a
falsificare i loro obbiettivi, o lasciarli
nell'ignoranza delle loro possibilità di
sollecitare un budget per delle campagne di
prevenzione all'interno delle comunità che
assistono.
Carmen Preotesoiu
incontrò allora Gabriela Alexandrescu, presidente
di Salvati Copiii che rispose in merito
alle loro attività per la ricerca dei bambini
scomparsi :- Nessuno ci ha domandato di fare
questo. Noi prendiamo contatti quando siamo
invitati. Noi non riceviamo sussidi dello stato
per questi casi.
Ora, il bilancio
finanziario del 2005 di Salvati Copiii fa
apparire che l'otto per cento dei suoi fondi, sono
principalmente impegnati nella ricerca dei bambini
scomparsi, poichè quella sarebbe la sua attività
principale,ed è data la sovvenzione dallo stato
rumeno, secondo i giornalisti che hanno indagato.
Le altre sue risorse provengono dall’Unione
Europea, così come dalle ambasciate del Canada e
dell'Olanda !
Alla domanda sul perchè
nel 2001, cinque organizzazioni compresa la
sua, sono state incluse in questo annuario in
disaccordo col fatto che nessuna di queste avevano
un'attività tale che aveva previsto l'Unione
Europea, la Presidente di Salvati Copiii
ha risposto :- Non avete mai fatto un errore ?
Restano da scoprire le
giustificazioni di Child Focus per un
volontariato(?) con una organizzazione che
non aveva per obbiettivo comune quanto stabilito
dalla CEE per i sussidi elargiti dal Programme
Daphné, ma egualmente sono da scoprire anche
le giustificazioni della CEE per i difetti di
controllo della destinazione dei fondi europei
destinati ad aiuti civili indispensabili nella
ricerca dei bambini scomparsi e sessualmente
sfruttati.

None of
the five Romanian NGOs referred as centers for the
search for missing and sexually exploited children
worked in the field. Four of them were inscribed
without their knowledge and
falsification of their objectives.
In
2001, with the caring support of Paola, Queen of
the Belgians and Romano Prodi, President of the
European Commission, Child Focus launched
the Childoscope directory, gathering the
NGO that assist the population in most serious of
the problems that currently devastates Europe: the
children victims of kidnapping and sexual
exploitation.
The
European Union aimed in creating this Director
to give access to foreign funds. Presenting the
data requested, each country could get investments
in order to build centers which are able to
deliver information about missing children, or to
train the staff to participe in these
missions, according to Mr. Prodi. The program
Daphne, of its department "Justice and home
affairs" subsidized the European partners of Child
Focus to gather the local ONG active in this
field, to specify their structure, their
procedures, their collaboration with local
authorities and the media.
In
Romania, the mission was entrusted to Salvati
Copiii (Save the Children - Romania) which in
November 2001, was referred on Childoscope with
four other Rumanian organizations: International
Foundation for Child and Family, Help and Relief
for the Young, Feed the Children - Romania,
Saint Dumitru, center of care to the young people.
In
Bucharest, the journalists of the Jurnalul
National, knew those organizations mainly
aimed at providing help and care to street
children, at integrating orphans in Romanian
foster homes, at providing medicine, food
and clothes to those who need it, among which to
the gypsy community. Heavy and essential missions
that never had the means, until then, to integrate
the research of missing and sexually exploited
children. The newspaper decided to inquire to
discover if, with the years and the help of
the EEC, they had been able to extend their
activities.
Feed the Children would have taken care of
missing children, but only of those aged
from 3 to 14 years, according to Childoscope!
Carmen Preotesoiu, telephoned them, asking
assistance for the search for a missing child, in
the allowed age bracket: - "We do not treat
cases of missing children. We never did",
answered an obviously irritated secretary.
She
then met Marilena Buttu, director Feed the
Children, who told her with enthusiasm the
achievements of her teams. She was amazed to
discover that according to the EEC, her main
activity would have been the search for missing
children: "It is a too complex task,
therefore we do not concentrate on that. We have
no idea of why our name appeared on this list. We
must investigate how we got on that list!"
The
journalist then met read Mihail Carp, the
executive director of International Foundation
for Child and Family. He read dumbfounded the
description of his organization and answered: -
"We never treated these cases in any way! It
is true that we sent Salvati Copiii data
on our activities in order to collaborate with
them, but we never sent data on research of
missing children. Maybe it is a mistake".
The
center Help and Relief for the Young,
taking care of street children and Saint Dumitru,
care center for the young people, had the same
reaction. When well these organizations deserve
help of the EEC to create a European force aiming
at protecting these children from poverty and
discrimination, nothing authorized to falsify
their objectives, or to leave them in the
ignorance of their possibility to request a budget
for prevention campaigns to the centers of the
communities they assist.
Carmen Preotesoiu then met Gabriela Alexandrescu,
president of Salvati Copiii, who answered
about her activities as
regards of searching missing children: - No one
ever came to ask us assistance for these cases and
we only take action when we are invited to
do so and we do not receive state funding for
these cases.
However, Salvati Copiii’s 2005
financial rapport reveals that
eight percent of its funds, mainly allocated in
the search of missing children, since such would
be its principal activity, are provided by the
Rumanian state, according to the investigating
journalists. Its other resources are subsidies
from the European Union, as well as from the
Canadian and Dutch embassies!
At
the question of why in 2001, five organizations,
including hers, were included in this directory
in spite the fact that none had any common
activity with the basic objectives aimed by the
European Union, the President of Salvati
Copiii answered: - Didn’t you ever make a
mistake?
Remain to discover Child Focus’
justification for a partnership with an
organization not having any common objective,
besides the Daphne program subsidies, but
also the EEC justification for the defect of
control of the destination of the European funds
aiming to the essential civil actions for the
search of missing and sexually exploited children.
